The Ministry of Energy and Resources develops, coordinates, and implements policies and programs to promote the growth and responsible development of the province’s natural resource industries. The Ministry operates as the primary regulatory authority for the oil and gas industry and ensures competitive royalty systems, regulations and policies for all natural resource sectors. The Ministry also plays an integral role in promoting Saskatchewan’s diverse resource potential to investors around the world.
The Revenue and Financial Services Branch provides executive direction and centrally managed services in the areas of financial management and administration, and other operational services that include accommodations required for the delivery of the Ministry’s mandate. The Branch also administers the revenue associated with mineral right holders and non-renewable resources.
The Opportunity
The Revenue and Financial Services Branch is seeking a highly motivated, service oriented and committed individual for the position of Financial Analyst.
Reporting to the Manager, Budget and Forecast, your responsibilities will include:
- Monitoring, analysis and management of monthly/quarterly expense, capital and FTE forecasts;
- Meeting with divisions/branches regularly throughout the year to provide support and advice on financial planning;
- Providing analysis and developing recommendations on budget pressures as a result of proposal submissions and assisting in the preparation of briefing and presentation materials for various stages of budget development; and,
- Developing and implementing new budgeting, forecasting, and position management processes, and train staff on new and existing processes.
The ideal candidate will have:
- Knowledge of public sector budgeting, financial management and decision-making processes in the provision of financial support services including budget development, forecast preparation, and financial analysis to the branches within the ministry;
- Interpersonal and communication skills as well as exceptional spreadsheet skills to be able to accurately manipulate data using features such as formulas, importing, exporting and various formatting functions; and,
- The ability to implement new ideas, sound financial planning and management practices, and approaches that will improve work processes and systems.
Typically, the knowledge and experience required to achieve the above is obtained through a university degree in accounting, business administration or commerce.
