The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) – Innovation and Competitiveness Department (INCO) - Digital Infrastructure Division (DIGIINFRA) at its headquarters in Luxembourg, a (Senior) Information and Communications (ICT) Broadband Engineer*.

Purpose
The Bank has mandates to support steadily increased its activity digital transformation projects, working under various infrastructure and solutions projects of increasingly digital content that further promote European policy objectives across the continent.
Operating Network
The (Senior) ICT Broadband Engineer will be based in the EIB’s Headquarter in Luxembourg in the Digital Infrastructure Division in the Project Directorate.
The (Senior) ICT Broadband Engineer will work within multi-disciplinary teams on the preparation, appraisal, implementation and monitoring of projects and technical consultancies in accordance with EIB procedures. The (Senior) ICT Broadband Engineer will work across the whole project cycle, with a focus on implementation and monitoring, but also involvement in project preparation, origination and structuring as well as project implementation advisory support. The successful candidate must be prepared to travel extensively inside and outside the EU.
Accountabilities
- Contribute to the overall appraisal of investment projects, with a focus on technical feasibility assessments, drafting of technical descriptions, project cost estimates and budget reviews, procurement, compliance with environmental standards and climate / environmental impact in the relevant sectors.
- Follow and support the development of the investment and compliance requirements in the ICT and Telecommunications sectors, including downstream applications such as public sector and prepare briefings on key issues and strategic developments relevant for the Bank.
- Build up expertise in and tracking of relevant sectors through contact with external organisations relevant for sector policies and investment.
- Closely cooperate with the Lending Directorates and assist in the identification of investment opportunities.
- Act as specialist for concerns of climate action and environmental impacts.
- Contribute to appraisal reports and sector, policy and business development papers.
- Advise and follow up on procurement processes; including support for the analysis of the amendments to work contracts.
- Monitor project implementation as necessary; in particular, project construction and costs progress; and review of promoter progress reports.
- Assist in the management of Technical Assistance operations involving the services of external consultants.
- Where required, build relations in relevant area of expertise with key external parties (e.g., international financing institutions, government representatives, local authorities, other institutions, etc.).
- Where required represent the EIB at events, for example regular sector meetings, conferences or meetings with International Financial Institutions (IFIs).
- Prepare monitoring reports, project completion reports and project briefings.
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in engineering disciplines such as computer science, electrical engineering or telecommunications engineering.
- A minimum of 5 years relevant technical experience in the Telecommunications, Internet or IT sector gained in sector companies (e.g., telecom operators), technical consultancy or financial institutions. The experience should mainly cover technical-economic activities (such as technical pre-sales, design, engineering, operations, etc.) in the fixed and/or mobile telecommunications sector.
- Additional relevant professional experience in related IT fields (including Cloud services, data centres) or broadband satellite services would be an advantage.
- Experience with the financing of investment projects would be an advantage.
- Professional experience in more than one ICT segment and country would be an advantage.
- Familiarity with EU sector policies and some experience of working with other International Finance Institutions would be an advantage.
- Excellent knowledge of English and/or French (*), with a good command of the other. Knowledge of other EU languages would be an advantage.

(*) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
