Vistant is seeking a TB Technical Advisor to support USAID/Ukraine. The position will work closely with the USAID/Ukraine team. The position serves as USAID’s technical expert in the design, implementation, management, monitoring and evaluation of tuberculosis (TB) programs and interventions, in partnership with host country counterparts, USG staff, implementing partners (IPs) and other institutions in Ukraine.
- Review implementing partners’ (IPs) work plans and reports, providing feedback to TB Agreement/Contract Officer Representatives (A/COR)/ and Activity Managers;
- Facilitate IP relationships and coordination with local stakeholders (other IPs, host government counterparts, other development partners/donors, etc.);
- Assist A/CORs and Activity Managers to oversee IP compliance with all relevant USAID regulations and procedures, communicating regularly with IPs regarding USAID rules and regulations as well as their obligations to USAID;
- Take a lead role in the preparation of the strategic and operational planning processes such as the TB Roadmap, the USAID Country Development Cooperation Strategy and the USAID Operational Plan. Keep supervisor regularly informed of program implementation progress, results, and issues/problems on a timely basis.
- Provide leadership in the preparation of key annual and mid-term planning and reporting documents including TB Accelerator calls, Operational Plans, Congressional Budget Justifications, Progress Reports and other ad hoc requests for information.
- Provide technical guidance to the Mission, the interagency team, and the host country government to coordinate support for TB control activities and make strategic decisions, including policy formulation to improve TB control. Scale up proven interventions, adopt new technologies, and engage in technical dialogue with other development partners, on issues pertaining to TB.
- Stay abreast of emerging developments in TB diagnosis, treatment and prevention approaches and advise accordingly on how these policies and strategies can most effectively be incorporated to enhance USAID programming. Utilize state-of-the-art knowledge and best practices related to TB to support the improvement of host country TB control activities. Work closely with other units within the Health Office and other offices across the Mission to optimize opportunities for cross-sectoral integration, and leverage resources among the different program components.
- In collaboration with Monitoring, Evaluation and Learning colleagues, contribute to the development of innovative monitoring and evaluation approaches and tools to support measuring the impact and outcomes of TB activities.
Specific Deliverables:
- Review work plans, mid-term and annual reports and other documents developed by the Activities under the TB Portfolio and report issues to TB A/CORs, Activity Managers; and Infectious Disease Team Lead.
- Maintain strategic information and track program implementation for TB services and related public health functions.
- Advise Office of Health TB A/CORs and Activity Managers on pivots to work plans to ensure sustainability of TB services in the current context and ensuring fidelity to agency guidance.
- Support Office of Health TB A/CORs and Activity Managers with regular reporting requirements, including coordination of portfolio reviews, operational plans, annual reporting, and weekly bullets, and for the Mission Development Outreach Communication (DOC) team, as applicable.
- Draft regular updates / bullets for senior leadership.
- Facilitate implementation of the TB Portfolio evaluation by providing technical advice and inputs; and
- Other duties as assigned.
Qualifications:
- Education: Master’s degree in public health or a closely related field of study (such as health policy, health communications, medical sociology, medical anthropology, or health demography) is required.
- Prior Work Experience: A minimum of five years of experience in public health work (in such areas as: providing health technical assistance, health program implementation, health activity management or analyzing and evaluating health data) is required. Prior work experience with USAID is desirable.
- Security and Medical clearances: Facility Access is required. The ability to obtain the required security and medical clearances in a reasonable timeframe is considered a minimum qualification.
